CONFIRMED Article 4 Direction – HMO

 

Decision made by Telford and Wrekin Council’s Cabinet dated 04 December 2025 regarding the making of a Borough-wide Article 4.

 

The Direction was made 16 December 2025 and a Consultation ran through to 10 February 2026. Consultation responses have been considered and the HMO Article 4 Direction has, today, been Confirmed and will come into Force dated 27 February 2027.

 

The Article 4 Direction applies to development consisting of a change of use of a building and any land within its curtilage to a use falling within Class C4 (houses in multiple occupations) of the Schedule to the Town and Country (Use Classes) Order 1987 (as amended) (“the Order”) from a use falling within Class C3 (dwellinghouses) of the Schedule to the Order, being development comprised within Class L of Part 3 of Schedule 2 to the Order within the Borough of Telford and Wrekin.

 

The effect of the Direction is to remove permitted development rights for the type of development described above, therefore planning permission will be required for a change of use to Class C4 from Class C3. Such development shall not be carried out within the Borough of Telford and Wrekin unless planning permission is granted by the Council on an application made under Part III of the Town and Country Planning Act 1990 (as amended).

 

It should be noted that this communication is therefore advising regarding the Confirmation of the HMO Article 4 Direction, thereafter, coming into force, dated 27 February 2027.
