THE COUNCIL and the Sambrook Centre
Stirchley and Brookside Parish Council was formed in May 1988. It has thirteen members, representing the wards of Brookside, Stirchley and Holmer Lake.
The Parish Council offices are based within The Sambrook Centre in Stirchley.
More details about what the council does can be found under "Parish Services".

The Sambrook Centre
In September 2012 the Parish Council moved into the Sambrook Centre. In addition to the Parish Council Offices, the Centre hosts Stirchley Library along with a number of community groups and service providers.
The building has a large central atrium and three spaces available for hire for meetings and a number of other uses.
Telford & Wrekin Community Governance Review 2025 – Please see below
Telford & Wrekin Council has commenced a Community Governance Review to consider the way in which Town and Parish Councils within the Borough should be arranged. This is following recommendations made by the Boundary Review Committee on Thursday 13 February 2025.
A Community Governance Review is a legal process where the council will consult with those living in the area, and other interested parties, on the most suitable ways of representing local people.
Following the publication of the Terms of Reference, the initial consultation stage has now commenced.
Further information, and how to make a representation, is available on Telford & Wrekin Council’s website where you can download the terms of reference and information pack.
You will see the anticipated timetable for the review is set out on page 8 of the information pack.
As described in the Information Pack, there are two periods of consultation. The first phase of consultation will end on Monday 14 April 2025. During this phase of consultation, we would welcome views on:-
-
Any changes that should be made to the boundaries between Town and Parish Councils. This can include:-
-
Growing / shrinking the geography of any existing Town / Parish Council;
-
Merging existing Town / Parish Councils;
-
Splitting existing Town / Parish Councils;
-
Abolishing existing Town / Parish Councils;
-
Creating new Town / Parish Councils
-
The number of councillors that sit on any Town / Parish Council;
-
How, if at all, any Town / Parish Council should be split into smaller geographical areas (these are known as Wards);
-
The number of councillors allocated to each ward;
-
The name of any Town / Parish Council;
-
The ‘style’ of any Town / Parish Council – that is, should they be a Community Council, a Town Council, a Parish Council etc.
It would be helpful if any representations received could highlight how their comments reflect community identity of a given area and how they can provide for effective electoral administration.
Where you are proposing changes, it would also be useful if you could consider and comment on how the remainder of an area should be arranged in order to accommodate those changes. For example, if you propose that Mercury Parish Council should expand to include an area of Venus Town Council and an area of Jupiter Parish Council, how would you then propose Venus Town Council and Jupiter Parish Council should be arranged.
Once the consultation has closed, some initial proposals will be prepared based upon the matters identified in the Information Pack and Terms of Reference.
A second phase of consultation will then take place which will invite comments on those draft initial proposals.
To make comments, you can use the survey link available here or submit your comments to reviews@telford.gov.uk.
If you have any questions, you can visit our website for more information or get in touch with us at reviews@telford.gov.uk.
Residents are invited to consider and express their views in terms of how best they see Stirchley and Brookside Parish Council serve the community. The outline timetable is shown below.

A mix of housing options – ensuring people can upsize, downsize, or get onto the property ladder
New family-friendly neighbourhoods with access to schools, healthcare, and green spaces
Supporting key workers like nurses, teachers, and emergency services with local housing
Specialist accommodation for older residents to help them stay in their communities
The Local Plan ensures high-quality housing in the right places, with modern energy efficiency standards to lower running costs and reduce carbon footprints.
The Telford and Wrekin Local Plan Review is open for comment until 5 May 2025. During this stage of the Local Plan, residents and stakeholders have a further opportunity to provide comments on the soundness of the plan before it is submitted to the independent nationally appointed Planning Inspector who will consider them alongside the need for any amendments to the plan before it is formally adopted.
